Vintage, ~The Parisian Skirt Gauge~ antique Sewing Hem Measure Tool.
Patented  July 17, 1906.  Torchon Lace & Mercantile Co.  St. Louis, MO.
Cast Iron base, with a Black enamel finish. Nice! Gilt Label
*some paint loss to base (see close-ups)
The Skirt Gauge does not have the adjustable arm at Top..
