Antique Steel Scissor Shear

Description

I do not recognize this implement - is it for sewing? agriculture? a medical tool?  Steel, very sharp.  The broader curved tip is pointed, the narrow one is blunt.   Marked Italicut Italy.  It is six inches long.  A nice addition to a scissors collection.
